From Visitor Visa To Super Visa

Hello,

My mom would like to come to visit me in Canada and she qualifies for the Super Visa. We just started the Super Visa application but it will take some months to be issued. However, my mom would like to come for a visit before her Super Visa is issued. She is from a country that does not require a Visitor Visa to come to Canada but just an Electronic Travel Authorization (eTA) if she is travelling for less than 6 months. My two questions are:

-Can she still travel to Canada as a temporary visitor with the eTA (up to 6 months) now, or she cannot enter Canada while her Super Visa application is being reviewed (this is because she can only apply from outside of Canada; she already started the application out of Canada but she would be inside at the time when the application is being reviewed and the decision is taken)? I would like to know if she would be refused entry now because of this.

-If her Super Visa is approved and she is within Canada as a temporary visitor with her eTA at the time of approval, does she need to leave and re-enter the country with the Super Visa at that time, or she can just stay since her new Super Visa is approved?

Note that the super visa (or any TRV for that matter) is only an entry document, meaning it's only significant when a foreigner enters Canada, at a port of entry. If your mother is already in Canada, there's no use for a super visa until she leaves Canada and attempts to re-enter.

If her super visa is approved while she is in Canada, it's still best to apply for an extension rather than have her re-enter if she wishes to stay longer.

Because you know, the super visa is still subject to a CBSA officer's screening...they can still opt for a 6-month stay. The 2-year stay is not granted automatically just because one has a super visa.
