From visitor to PR

Hello Everyone, I have a friend that is wanting to come to Canada as a visitor to see if he can adapt to the country for the future... here is the situation..
He is a male he is engaged but the fiancé would not be accompanying him. has about 8+ years of english teaching with experience of all ages.
He was asking about if he can come to Canada on a visit visa to see if Canada is somewhere where he can adapt and while on the visit visa can he apply for PR to stay and start looking for jobs and working.
He is aware of the express visa and just doesn't want to wait very long to get an invite to come. but would rather come as a visitor get a feel of canada and go from there.
can he come as a visitor and later apply for PR or workers permit while he is here on a visitor visa so that he can get started applying or what other options are there.

He can apply for PR if eligible from Canada and wait but can’t work. To work he needs a job offer and then the employer has to prove a Canadian or PR couldn’t be hired pay $1k and apply for a LMIA. This takes months to process. If employer gets a LMIA then your friend can apply for a closed work permit. Again takes months to process.

He can certainly do that, but it's not the best plan.

If he wants to get a work permit in Canada, he will need to find an employer who is willing to offer him a job and also go through the long and expensive LMIA process. It's generally very difficult to find employers who are willing to do this. Certainly, he should expect it will not be possible to secure a work permit as a teacher. Canada has far more teachers than teaching jobs available. An LMIA will not be approved for a job to teach English. So if he comes to Canada as a visitor and then looks for work, he should be prepared for the fact he might not be successful in getting a job and work permit, and even if he is, it may take many many months, during which time he will need to have enough money to support himself without working and will also not be covered by Canada's health care system. This is why this isn't a very good plan.

Has he determined how many points he has under Express Entry? Right now he would need to have 470+ points to have a chance of being selected. The PNP programs aren't an option for him since his occupation is not in demand.

If he has significant money saved up, then a more realistic option might be to come to Canada to study at a university or college as a full time student. He would need to have savings of at least $25,000 for that to be possible.

Overall, the plan to simply come on a TRV with the hopes of turning this into a work permit or PR is not a good plan. It has a low chance of succeeding.

Just to add that your friend cannot teach in Canada. It is a licensed profession and not eligible for PNP programs. What is your friend’s CRS score because Express Entry is the only option.
