As landed Immigrant , you are obligated to Land in Quebec. About second question, i think after getting PR, yes you can go any where in Canada, I'm not sure on this .. so let wait for some one else reply.

If you are a QSW, you need to land in Quebec. It might be advisable to attempt to settle there to avoid potential problems in the future but with a Canada PR, you are allowed to move and live anywhere in Canada.

Leon,

In a long run can one have citizenship in a different province ? considering that he was destined for Quebec but moved due to some issues?
Thanks

Yes, like it or not, Quebec is still in Canada. There is no separate Quebec citizenship. When you apply for citizenship, your time in Canada is counted, not your time in Quebec specifically.

They do have a little more power over their immigration. They need to approve everybody who wants to immigrate to Quebec while other provinces leave the federal immigration to the federal government. That is why Federal skilled worker is for every province except Quebec, because Quebec has their own skilled worker program. Other provinces have their own immigration programs alongside the federal one.

However, a PR is still valid across all provinces in Canada and so is citizenship.

If you immigrate via a Quebec program or a PNP, you need to land there and advisable to stay there for a while if anybody asks about it later but there is really no time limit you have to stay. Same with if you immigrate as an FSW and want to move to Quebec, stay in another province for a while and then go to Quebec. Nobody will stop you.

Oh! Did you say any other person living in any other province can still move to Quebec? but i think they can only do so if the have a Quebec selection Certificate in order to work and live there.

No, any PR or citizen already in Canada is allowed to move to Quebec. You only need a QSC if you are immigrating to Quebec from outside Canada.

Yes, well I think the best thing is to stay in Quebec until receiving the PR card to any Quebec-er address. then noone can stop you moving anywhere around!...But how long will the PR card take to arrive?!!
Thanks
