Friend Sponsorship to Manitoba

Hi guys,

I want to ask about Manitoba sponsorship rules.

I have a best friend who moved to Manitoba on the same sponsorship program in April 2015 and she moved to Ontario in April 2016.

Some people says that she can still sponsor me as she is a residence of Manitoba and some says she can not as she has moved from there already.

Please let me know.
