French language proficiency Round

I have 1 year foreign work experience, and currently working in British Columbia. I have a B2 level in French, and 7/10 score in English.
Can I apply for French language proficiency round even that I am still working and residing in British Columbia (I am planning to stay here)?

You can qualify for the French category draws if your score in all four categories is the equivalent to at least CLB7. You need to be living outside of Quebec. Otherwise it doesn't matter which province.
