Here are some of your options:
1. There are free French courses from MIFI. But that requires either a CSQ or a work permit. I am not sure if there is anything offered with stipend if you do not hold either of those.

2. Free French as a Second Language courses for working people from Cégep Marie-Victorin

This one is also free & it requires you to be working & employer should submit a request form, but no stipends.
3. There has been talks by the CAQ govt to extend Free French courses for everyone who is interested, but that has not materialized yet.
If I were you, I would skip all these free offerings & attend something serious in an academic setting.
Concordia & McGill offers French language courses as a part of their continuing education.
I have not taken these free French courses. So someone who has taken MIFI French courses will be in a better position to comment on the quality of it.
