From the forums I read it seems that I can move to Quebec once I get my PR through Express Entry.

Can I attend French classes in Montreal and receive the stipend even if I don't have CSQ? I would like to learn French

I am going through Express Entry. I understand that I should not have any intention to reside in Quebec. If I become a PR I will first stay in Toronto and try to find a job, but if this does not work, I will be exploring other provinces.

It’s a governmental service so as a taxpayer I can and will speak on it if I want to. That’s an example of why Quebec needs to come up with a value test. My point is that you clearly did not intend to move to Qc in your application (as you mentioned after) or even learn French at first... If that was the case, you would start to learn before or when moving to Canada since it is one of Canada’s official languages. It’s the same as aiming for social security once the undertaking period of 3 years is over, if things don’t work out, just because it’s available. Anyway, have you search on MIFI website?! There’s a roadmap for new immigrants. Including the info on courses and integration in Quebec...

As a taxpayer you can speak on anything you want to. But be civil and do not show your arrogance & judgement on a forum where people are trying to help each other for a better life.

I get it that you have some feeling of entitlement and your replies are borderline racist based on your twisted assumptions probably coming from a place of privilege.

This is not the place to show that, especially your comment on "thats why Quebec needs a value test" You are an immigrant like everyone else, the other person is also an immigrant. Your feeling of entitlement or superiority complex is not going to win you any brownie points here. Its people like you Canada do not want. This makes me think of Don Cherry "you people come here for the milk n honey". I am putting you in the same league as him. After all Quebec is the most racist province in Canada, you are one more glowing addition to it.

I also understand your point. Do you know why Canada accepts immigrants? Because that makes the economy grow. Whats’s wrong with seeking opportunities to better establish ourselves? If i get to learn French, i will have more chances of getting a job, hence contribute to the economy by paying taxes. I don’t have any intention to live on social security allowance but i am actually lookin for opportunities to be able to contribute.
Another thing, i have already started learning French. But if your native language is other than English or French you probably should understand that it’s hard to learn a new language residing in a country where its not common. I have learned 2 foreign languages and know what i am talking about (i had to spend time in the USA and Germany) to become fluent in both.

Anyway, i ask you to be more humble and respectful to the people seeking to improve their lifestyle. Having a PR does not make you superior to other applicants.

Yes you can. A Canadian PR allows you to work & live anywhere in Canada including Quebec. Quebec is not separate country (yet ).

1. There are free French courses from MIFI. But that requires either a CSQ or a work permit. I am not sure if there is anything offered with stipend if you do not hold either of those.

2. Free French as a Second Language courses for working people from Cégep Marie-Victorin

This one is also free & it requires you to be working & employer should submit a request form, but no stipends.

3. There has been talks by the CAQ govt to extend Free French courses for everyone who is interested, but that has not materialized yet.

If I were you, I would skip all these free offerings & attend something serious in an academic setting.
Concordia & McGill offers French language courses as a part of their continuing education.
I have not taken these free French courses. So someone who has taken MIFI French courses will be in a better position to comment on the quality of it.

Hello everyone, I wanted to see if the financial aid for Part-time French classes that we receive from MIFI is taxable, if so then am I going to receive RL form for it?
