Francophone Mobility Employer Requirement

Hi all,
There is a person that owns their own business and have just themselves and another person working for that business. Are they allowed to hire me on the work permit (francophone mobility)? Or is there a size/conditions the company needs to be eligible to hire foreign workers?
The job NOC is 0, A or B.

You still need a WP but the employer only needs to pay a compliance fee. Have you done your CLB? It must be over 7.
