Form IMM5669 - Backgound/Declaration - QUESTION!!

Hi Everyone...hoping someone can help me.

On question 6 - D it asks if you have ever been refused refugee status, an immigrant or permanent residence visa, or visitor or temporary resident visa. to Canada or any other country.

My husband got declined a Student Visa to the US 4 years ago. Would this fall under that question? Should I mark yes and then explain below the reason why?

Yes, check off "yes" and then explain why below, since it specifies for all countries and not only for Canada.
