I'm confused by the directions on this form and don't find the information on the CIC website to be clarifying. I am sponsoring my husband and our newborn son.

These are the instructions on the form: "The principal applicant, their spouse or common-law partner and all dependent children 18 years of age or older must complete their own copy of this form."

Do we fill out one form for my husband and another for me too as "spouse" even though I am the sponsor? Or do we just fill out one for him? Also, it's correct that we're listing his entire family (parents, siblings, etc) even though they are not on the application and not coming with us?

no, for application purposes, you are not the "spouse", you are strictly the sponsor. this means you only fill out the forms and submit required documents required for the sponsor found on the checklist.

likewise, "family members" are not members of your family who are not seeking PR in the application. generally, the only people who classify as "family members" for spousal applications are dependent children who are not canadian citizens and who require pr status. family members not applying for pr (siblings, parents, etc) do not need to fill out any applicant forms or provide any required documents, as they are not seeking PR status.

these application forms are generic for all forms of immigration, so "family members" and "spouse" refers to family members and spouses who are also applying for pr in the same application. for example: a couple who is immigrating together through an economic stream or parent sponsorship and also have children wishing to immigrate with them.

Thanks! So we will only fill out one copy but will fill in the information regarding my husbands parents, siblings, etc. For the sibling area if he has siblings that he is estranged from and we don't have their current address what do we do? His parents have been married/remarried multiple times (whoa, family drama) does every half and step sibling need to be listed even though he has no relationship with them at all?

yes, the information needs to be for the principal applicant, your husband. if he doesn't know their personal information he has 2 choices:

1) put as much information as possible, indicating "unknown" where needed and providing a separate piece of paper explaining he has no relationship with them.

2) don't put the information about his step/half siblings if there is no relationship. while some may consider this "misrepresentation", i can tell you i had no issue with leaving my step siblings off the form whom i have no relationship with. (it is a personal choice to decide whether this is the best option to choose for your own application).

this form is used for FYI purposes - it helps them see who he is associated with your husband and who may choose to immigrate to canada at a later date. if they are not on this form when he submits, then those people will not be able to immigrate through your husband in the future.

Option 1 is the better choice. It is true that some people have not had any problems by omitting siblings, but to be safe, just list all the siblings, half and step included. For any information you do not have, just attach a letter stating that you don't have any relationship with some of these people and so do not know their address or whatever.
