That is the correct website. You could take your fingerprints yourself, but I would recommend against that because there is a certain technique to taking "rolled" impressions. If your prints don't come out right, the FBI won't process your request, and you'll lose time and money. I haven't lived in Toronto, but I'm sure a quick google search will bring up fingerprinting services there.

Just wanted to share my experience with my FBI clearance process. I printed the FBI card (form-fd-258) and went to my local police office to get finger printed. I saw that lay out of finger print box of the FBI card is exactly the same with my local police’s finger print card. I sent the card along with other document. About a month later received a letter with standard format from FBI (I typed the text below-in italic):
The fingerprints appearing on the fingerprint card(s), which were previously submitted for Departmental Order 556-73 purposes, are not adequate for accurate identification purposes. Attached is a blank fingerprint card to be utilized for a new set of fingerprints. The reason(s) the fingerprints were not adequate are set forth below:
Code Description
L0008 The quality of characteristics is too low to be used (Determined by the FBI’s Automated Fingerprint Identification Technology)
L0116 Fingerprint pattern(s) not discernible
L0117 Insufficient patters area(s) recorded for identification purposes
L0118 Errorneous or incomplete fingerprint(s) on images; fingers or hands out of sequence;printed twice, missing and no reason give
It is requested that the individual(s) be reprinted. Fully rolled and clearly recorded fingerprint card(s) may resubmitted to:

Resubmitting Fingerprint Cards:
Your fee has been processed and will be waived upon resubmission of your new fingerprint card and this form
Your request will be processed upon receipt of your new fingerprint card and a $18 money order or certified check made payable to the U.S. Treasury to cover your next submission.

In my case, the L0008 highlighted and the box next to “Your fee has been processed...” checked.
I went to the same police office and did fingerprint on the card and sent it without paying additional fee. About a month later received the FBI clearance.
Based on my twice fingerprint experiences, I am confident that I can do fingerprint by myself by following their procedure (just Google "Recording Legible Fingerprints" or "Capturing Legible Fingerprints")
The difference between my first and second fingerprint is the first one did not roll from nail to nail.
