I have to resubmit my wifes citizenship application with additional fees. I forgot my password and security questions. can I create another account and pay additional fees using that account... and attach the receipt with the application and send it

yes, you can create another account and make the payment... however, if cic has not asked you to pay additional payment and you are doing it to save time then i would recommend you to wait until you hear from cic. it is difficult for cic to tag your additional fee with your previously submitted application...
