Foreign worker on implied status, can he still land at local CIC office as PR?

as stated on the subject, can a foreign worker on implied status land at a local CIC office as a Permanent Resident?

my husband's WP has expired Nov.30, 2010..he applied for extension on October 9,2010 and until now still no word from CPC Vegreville...

moreover if he was able to land as PR before CPC Vegreville can make a decision on his WP extension application, can he withdraw this application and request for a refund of the $150 WP extension fee?

what do you mean by implied status?

well, his work permit expired last november 30 but he was able to send in an application for extension more than 1 month before so he is on implied legal status, proof is the payment for processing WP extension and the signature proof of delivery of his application package sent to Vegreville.

with these proofs, he was able to renew his SIN,provincial health insurance and Sask drivers license...and he is still allowed to work

Yes......my work permit expired in November 2009....I had sent in my spousal Inland PR application and OWP application on 29th September, so I was on 'implied status'

I landed Inland at Vancouver on 20th May 2010 and had not received my new work visa nor visitor visa at the time. The IO at the interview knew I had applied (they had it on record) and I got my PR with no problem.

Without even requesting it, CIC sent the refund of $150 for the work visa and $75 for the visitor visa, 2 weeks later.

As long as your husbands paperwork was sent before the expiry date and his OWP application or new work visa application was also sent before the expiry date, then being on implied status will be no problem to getting the COPR.
