You will not require French unless you end up studying/working in QUEBEC province of Canada. But bilingualism (knowing both English and French) is always an asset in Canada. Visit: http://en.wikipedia.org/wiki/List_of_universities_in_Canada to know more about the languages used in Canadian universities.

MASTERS is normally 2-year program in Canada.

There is Provincial Nominee Program (PNP) in every province (except Quebec) in which you can apply for Permanent Residency (PR). In Ontario, there is a PNP sub-category called Masters/PhD stream in which you don't have to show work experience and all. You can even apply in your last semester. Different provinces have different requirements (Quebec has different system than any other province). So, you should check before you assume that you can have PR just after your degree.

I want to add few more things here:

Quebec has more general way to immigrate. PNP is replaced by CSQ – Québec Selection Certificate. Being a foreign student, you first have to apply for a CSQ from Quebec and then apply for PR from Federal. CSQ is point-based selection system.
Check: http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/students/stay-quebec/index.html

You may also want to see related topics on Quebec Immigration in this forum like:
