For the OINP (Ontario PNP) do I need to send my ECA report with WES or send an IELTS copy or is it enough to just upload them on the OINP portal?

For the OINP (Ontario PNP) do I need to send my ECA report with WES or send an IELTS test copy to the OINP office or is it enough to just upload them on the OINP portal when submitting the application??
