For Return My Application Bcz Nomination Certificate is Missing.

Dear Sir or Mam,

I recently applied for canada immigration on Economy class (Provisional Nominee Program) but CIC returned my application on the basis stating " As you application does not meet the requirement of Regulation(10) of IRPA, it is incomplete. It is being returned to you for this reason" and also they mention in Following Items are missing. and the Highlights on A Nomination Certificate/Letter from the province/territory that has nominated you. but sir can't under stand this reason. so please can you help me regarding this letter which is i attach in bellow.

Can some one please tell me what is the Regulation(10) of IRPA, , What i need to do to complete and resubmit my form.
I have submitted my application under the Accountant category.

I think you have not received the SINP NOmination and applied to the direct CIC. The Accountant's job requires a license and this is atleast impossible for out sider. In addition, that's not even in the Occupation in High Demand list.
P.S., Don't disclose your everything here

I applied for Saskatchewan Immigrant Nominee Program (SINP).

I applied for Saskatchewan Immigrant Nominee Program (SINP).

Then did you get your nomination certification before you apply to CIC? The thing missing in your application is the certificate. You have to apply through your provincial program, got approved with a nomination certificate, then you apply to CIC with a copy of your certificate attached.

I m Dixit Bhavsar From india If I Apply for SINP Program (saskatchewan immigrant nominee program) by paper based. so first of all on which address i need to send my application by courier. like saskatchewan Immigration or Nova Scotia Immigration. in both on which address i need send.
