For Permanent resident application

I just want to ask about the Non Accompanying parents who doesn't want to sign the waiver of the children dependant .. Im going to apply next month for my Permanent Resident i have 2 kids in the Philippines, 6 and 10 years old.. my husband didn't support my kids for more than 5 years ..I'm already divorce here in Canada and my husband in the Philippines refused to sign the waiver .. what should I do ? Do I have ang option even if he doesn't sign the papers.. .. need your advice please.. thank you

You need to have full custody granted to you by the courts. Until then, you will need to include your children as non-accompanying.
