for CEC applications which date the accept (dispatch or receive)

Hi

I just want to know what daye is acceptable for files in CEC. EITHER DISPATCH DATE or THE DATE WHEN THEY WILL RECEIVE THE FILE
For Example: if i am sending my file on 30th dec 2014 and they will receive on 1st January 2015, then which date they will consider.
