Flagpolling suggestions for changing employer on work permit

I'm currently in Toronto and planning to flagpole for closed work permit which for new employer.

Please I need updated information and advise on how to go about it. Where and at what timings.
Also, which of the borders would you recommend.

Also i am unemployed with my previous employer now but previous work permit is nlt expired. So there any risk for me?

If your work permit is expired, then what is your status in Canada? To flagpole, you need valid status is Canada.
