From what I have been reading, the only new change is that you must actually visit the USA side and get a piece of paper that says you were refused entry. The practice that is no longer allowed is where you drive towards the USA side and make a u-turn to come back towards Canada (Technically you never left Canada).

Again, that is my understanding, but I haven't ever done either.

Hi

As J.M. said, no u-turns.

You go to the US immigration, tell them you are flagpoling and ask for an administrative refusal. US officers are very familiar with this situation.

With your admin refusal slip, you go back to the Canadian immigration to land as a PR.

You won't get stuck.
