Flagpoling and question about refused entry & admission

Hello,

I have been looking for that answer all over the place, but nothing rock solid so far..

My question is what should be the answer to the question:
Have you ever been refused admission, or ordered to leave Canada or other country?

I flagpoled and got my PGWP, thus getting an administrative refusal at US (visa-exempt,no passport stamps etc, just that piece of paper I handed at the Canadian side, stating "Flagpole".

Should it be No or Yes?

I have seen a post here, about answering No, but I also saw on other immigration forums, the opposite..

I think it's actually called a "voluntary withdrawal of an application for admission". So you've technically never been "refused entry", you arrived at the border than sought to return to Canada immediately rather then enter the United States. The border officer has granted the withdrawal of your application and turned your around back to Canada.

Not a refusal for the purpose of your records, and no need to tick the "yes" box in the future for that question.

That's what I thought, because technically I never tried and asked for "entry" to USA, so they technically did not "refuse" my entry.

Makes more sense..

I have the same question as you. I flagpoled and got my PGWP, and I got a letter said"refused admission into the U.S".
Now, I want to apply the PR, and I am asked "have you ever been refused admission, or ordered to leave Canada or other country?"
Could you tell me what you answer finally for this question?
