My friend and I flagpoled after completing our 2 year course. But the officer there gave us only 2 years work permit only instead of our eligible 3 years!

I called IRCC regarding this and they asked me to apply on paper requesting extension with all the necessary document and fee payment receipt and mail it via post. I am confused about the amount I need to pay for this. The ircc website shows the fee structure like below.

Application$CAN
Work permit (including extensions) – per person$155
Work permit (including extensions) – group of performing artists (3 or more)$465
Restore your status as a worker
Restore your status ($200) and get a new work permit ($155)
$355
Open work permit (including extensions) – per person$100

I paid 255 dollars already at the border for getting my current work permit.

Did you ask the officer about why did he give you a two-year permit instead of three?
 
You have to pay for extension. A 3 year permit is not guaranteed and at the discretion of officer. What program did you take and length (months/semesters).

Out of curiosity, what criteria could the officer use to decide whether to issue a 2-year vs a 3-year permit?

There is not guarantee. The eligibility requirements on the website say “should” receive so officer may decide depending on length of program, school, full-time etc. It is at their discretion.
