Flagpole as inlander?

Hi every one I just wanna know if an inlander applicant can do flagpole at any Canadian/USA border or land at any canadian international Airport by going to CBSA OFFICE , please shed some lights

you can flagpole at any land border if you're an outland applicant living in Canada.
If you have applied Inland, then you can not flagpole - you need to have an appointment with one of the CIC offices.
