Flag poling for Work Permit

I would like to understand flag poling. If I have employment contract and LMIA, can I apply work permit thru flag poling? Does this eliminate the step of applying work permit online via IRCC website? Thanks for your inputs in advance. I am a foreign worker and entered Canada with a tourist visa.
