first work permit at the port of Entry

Hello All,
I am from a country which needs visa to enter to Canada. I got my TRV (V1) one week ago, and I am planning to travel to Canada on First July. yesterday I got also my "offer of employment number cic" for a LMIA exempting job (in a research center). I don't have US visa.
it is 4 years I continuously live in Paris.
1. I have all required document, Can I apply for my work permit at port of entry(POE), I am entering at Toronto.

2. If not, Can I travel to Canada, and when my work permit is issued, I send my passport to my friend and give him authorization to collect my passport, then he send it to me, and I apply for my work permit at Niagara fall( I mean I go to US side and then come back and ask for the work permit)?
I have a little time to make a decition, please help me ASAP.

1. No - you can't.
2. You can. But make sure you have a return ticket when you arrive in Canada as a visitor.

for going to US side in Niagara fall there no need to Visa or any document?

thank you for you advise about Return ticket,You mean because they have my application for work permit, it is better to show them I will come back to take my work permit in France? They have ability to check the ticket? I mean If i just reserve a ticket (and not buy it) and show them the proof of reservation, Is it enough? or I have to buy a real ticket? Is there any trick for this?

You need to purchase a return ticket since you are coming to Canada first as a visitor. The airline most likely won't let you board the plane to Canada without a return ticket.

No - you don't need a US visa to flagpole and obtain your work permit.

Thank you so much for the advise. It is the first time I hear that a airline could stop me boarding because of my return ticket! You mean they will ask me my return ticket when I am in the airport in France? If it is possible could you share me some link or something which explain more this case?

Yes - it's possible they may deny you boarding in France if you don't have a return ticket. If you had an approved work permit, this wouldn't be a problem. However since you are coming as a visitor, they may demand a return ticket. You should contact your airline.

Thank you so much for your kind reply. It really helped me. I am going to book two round trip as you advise me. Just I have 2 question,

1- Do you think my departure to Canada with my TRV while my work permit is still on progress will pose a trouble on my application?

2-in my invitation letter(written by my friend) is written my propose is to visit them in the summer, Do you think it would be a problem if my return ticket is ,for example, in October?
