Background:

I am from India and currently on H1 in USA. I am applying Canadian PR for me and my wife. We both do not have any offer from Canadian company.

General Questions:

Do i need to apply 2 seperate PR forms - one for me and one for my wife , if we both intend to search job and work there.
If i submit form as main applicant and she as family, once approved do we both get PR ? Can she work if she has PR based on my PR ? can you please detail on this.

We speak fluent English but no French. Will it be difficult to settle in some provinces. If so, please let me know which province.

Point 20. Stay in Canada. Is it okay to live it blank as i do not have any location address in Canada.

NOC: My work is as a lead/manager role but my letters does not specifically show each details as per needed in 0213. Is this an issue. Do i need to get some letters from my current company ?

Point 8: Proof of langauge Test vs Evidence in writing ?
Do we really need to take this test. Is there a better way. I can speak write English fluently as this is my Official Corporate language
but my native language is not English. Can we go with 2nd option, evidence in writing. Will this be a problem?

Point 9: Arranged Employment
I dont have any offer yet, what should i do ? Leave this box unchecked ? Will this be a problem ?

Point 12: Police clearance letter
Should i obtain letter from India or US. Any idea how much time would it take to get this done in India ?

You will be the principal applicant and your wife gets her PR based on you. As the principal applicant, you have to land at the same time with her or before her but after you have both landed, her PR is equally valid as yours or anybody elses.

If you do not speak French, it would be hard to settle in Quebec but they have a different immigration program anyway. I suggest that if you get your PR, you should first look for a job before you decide where to settle.

The forms request that you write down the name of the city where you would like to settle. As long as do not pick a city in Quebec, this is not important and they will not hold you do it.

You will have to prove that you are worthy of applying under 0213 by listing your job duties. If you can not get this from your employer, at least try to get a manager you are friendly with to write a letter on your behalf.

If you read your application guide, you will see that a language test is strongly recommended unless English is your first language. If you do not need the points for English, go ahead with a written submission. If you do need the points, the only concrete proof of your abilities is taking the IELTS. Without it, you are at the mercy of the visa officer who can give you whatever points he or she feels like, even zero.

As long as you are applying under 0213, you do not need arranged employment.

If you are in the US more than 6 months, you will need a police clearance from the US as well as from India. You will also need a PCC from any other country you might have lived in for more than 6 months after the age of 18.
