First PR Card Not Issued for more than 3 months

Dear All,

I have landed with my husband in Canada last December. I have already received my PR card however he hasn't received it yet and it seems it was not delivered at all. He had to travel for business reasons before getting hos PR card. What is the best was now to re-enter Canada again given that he wants to come back in Early June?
1) Should I do something in Canada to re initiate the issuance of his PR card and send it to him?
2) Should he apply for a new PR card from the Embassy of Canada in Abu Dhabi and wait to get it from there?3) Should he apply for a PR TD from Abu Dhabi and get it to be able to enter again?

What do you recommend?

Call IRCC, confirm with them when the card was mailed out and to what address. If it's indeed lost in the mail, complete a solemn declaration to request a new card.

He can't apply for a PR card while outside of Canada. If he doesn't receive the replacement card before his trip, he'll need to apply for PRTD from outside of Canada.
Alternatively, if he can enter the US, he can come back to Canada via a land border

Given there is no published processing time for a PRTD it might be prudent to apply for one straight away whilst in Abu Dhabi. As per Contactfront proceed to find out what happened to the initial card and if necessary apply for a new one, only from within Canada. Applying for a PRTD would have no impact on any action for the PR card given no worse than someone forgetting to take their card with them when travelling.
