So, we (my wife and I) arrived in Canada in January this year (2016). Waited 3 months for our PR car after which we each received a letter asking for new photos conforming to the new specs. We sent them the new photos for both myself and my wife in the same envelope 1st week of April.

I received my PR card by the end of May. My wife hasn't received her PR card yet. We called CIC several times who only say "wait longer". We also sent Case Specific Inquiry but received no response.

I'm beginning to wonder if an ATIP - Privacy Act request would make sense at this point.

Has anyone else faced a similar situation? If yes, what did you do?

pr cards are not sent together, so it can't be assumed they will be processed in the same timeframe. i'm not sure if the ATIP notes will provide the information you are looking for. there's nothing to lose ordering them. when you called CIC, did you talk to someone at the main number or did you ask to be transferred to the PR Card processing centre?
 
I didn't know I could be transferred to a PR Card processing center. I spoke to the main number only.

before you connect to the main call center, there should be an option to connect to the pr card processing centre. at least there used to be.

I followed the advice here: 1 888-242-2100 - Need to press 2 3 2 and then 0 for options

It's a rather strange system and I got bored waiting for options but hitting 0 after a long speech about waiting 180 days for my card I got into a 9 minute queue and after 17 minutes or so got a human. She didn't sound very happy but interogated me and was able to give me an update. I'd give this a shot.
