[First Passport] Do you need to be in Canada?

straight question - Do you need to have your first passport issued in Canada? Or can you ask for it in an embassy?

I think you can apply for your first passport overseas.

No, but it's an easier process to obtain it here. It's fast and easy.
If you're planning to leave, best to obtain it before leaving (get a 10-yr validity passport)
