If I finish say a degree in pharmacy in University of Winnipeg in Manitoba and then would want to move to another city and province (like Ontario, Toronto) to actually work at my specialty, would I be able to do that or not?

Yes, with a PGWP you can.
 
You mean a work permit? What if you are a permanent resident or a citizen? I always thought there were issues with provincial licenses and what not.
 
In some occupations, there are provincial licensing boards. You would have to look up the association of pharmacists in either Manitoba or Ontario and ask them if this is a problem.
