The RCMP processing times have gotten even longer and many applicants have now been waiting for more than 5 months for their results. See the RCMP press release of Feb 13, 2012 which states "Thanks to a new RCMP process, private fingerprinting companies are now permitted on behalf of a police service to submit prints electronically to the RCMP"

rcmp-grc.gc.ca/news-nouvelles/2012/02-13-vs-vapv-eng.htm

Reliability Screening Solutions Inc. is an RCMP Accredited third party fingerprinting agency that can convert paper fingerprint cards into a digital record that is submitted directly to the RCMP database for a criminal record check. The RCMP then mails the Certified Criminal History search results in 2 - 3 business days. If you are submitting from outside Canada please visit our website at

reliabilityscreening.com/eng/international_fingerprints.shtml

If you have any questions please call me in Ottawa, Canada at 613-216-1888

I noticed that the article said "Canadians who want to work or volunteer with children, the elderly and other vulnerable citizens can now have their vulnerable sector (VS) checks completed more quickly." And it seemed like the RCMP website makes a distinction between Criminal Record Checks and Vulnerable Sector Checks (VS).

I mean to say, is this fingerprinting agency only allowed to submit prints for a VS check, or are they also authorized to do so for a Criminal Record Check? (which is the one I need)

Also, on the website or Reliability Screening Solutions Inc. I was reading their RCMP Accreditation Letter and it said "authorizes your company to capture the fingerprints of your clients for Criminal Record verification (non criminal purposes only)" Do you know exactly what it is meant by 'non criminal purposes only?'

VS is the highest level of screening and we are able to do that as long as we are submitting via LiveScan. CardScan (which is what we do for International submissions) is currently going through official translations for the French version. We will be able to do VS with CardScan very soon, but VS is only for in Country searches and the results are returned to a Canadian Police Service; this rule is the same if you are a private agency like us, the RCMP or a Canadian Police Service. There are 23 reasons in Canada to submit fingerprints for "Non-Criminal" i.e. "Civil" purposes and we are certified for them all. These include VISA, Federal Government Employment, Adoption, Employment Private Industry and many more. What we do not submit are fingerprints that are part of the arrest process, these 2 transaction types are only for police services as only they can arrest people. I hope this make sense, if not let me know. Bottom line, if you need a VISA we are both accredited and certified to process the Canadian background screening for it no matter where you live, just send us your fingerprints we will do the rest.

I've also used L1 Identity services. In my case I used them for an FBI fingerprint card (in Canada) but they also do live scan for RCMP.

With regards to your post I feel that its best to go to canada to speed up the process for your immigration otherwise it could take longer then 11 weeks to get your result back .I know its not an easy option but the decision is yours, as I rang the RCMP from here in the UK and the guy I spoke to told me it will definately take longer to process if you send your prints on paper from here in the UK. Alternatively you may want to check out that site which can change your prints into electronic prints but then again you will be dealing on a website!!!!!

There is absolutely no need to come all the way to Canada to have this done. Reliability Screening Solutions Inc. converts paper prints from all over the world into electronic submissions to the RCMP. Your certified criminal history is mailed from the RCMP the day after we submit it and if the results are returned to our office we generally receive them in our mail on day 3. We can have the results sent directly from the RCMP to wherever you want by regular mail or returned to you care of our office where we can then courier them to you. Please go to reliabilityscreening.gbwilson.com/reliabilityscreening.com/eng/international_fingerprints.shtml to request the service. If you need to confirm our status as an accredited fingerprinting agency with the RCMP please contact them by email at Civilnps@rcmp-grc.gc.ca . Please contact us at Service@ReliabilityScreening.com if you have any questions or call us at 1-613-216-1888 between 6:30 am and 9:30 pm EST.
