Can immigration refuse a spousal sponsorship if the sponsor has claimed a consumer proposal (similar to a bankruptcy but not as harsh)?

There is a question on one of the sponsorship forms asking if you have been discharged from a bankruptcy but this is not the same as a consumer proposal

Consumer proposal is a strategy to avoid bankruptcy. With consumer proposal you can keep your assets to protect the equity while with bankruptcy the trustee is required to sell the assets. They cannot refuse your application based on your financial situation,that's not bankruptcy.
