Very well documented that living on ODSP is very difficult if you have been honest and are not working at the same time, have declared any savings, etc. Many use the foodbank to eat. Depending on the province there can be rental assistance programs, public housing, foodbanks, subsidized healthcare programsetc. If you have been temporarily disabled but have been working and have proof that you are on a pathway to return to full-time work and will be financially independent that would help an H&C case. Being able to access medical care will be one of the major considerations in a case where the H&C applicant is on ODSP with no possibility of returning to work and getting off ODSP. Not being able to support yourself without government assistance is typically a major issue for H&C applications. Receiving OW is much more of an obstacle than ODSP but in general H&C applicants typically should show how they are benefitting Canada from employment to volunteering and that they are financially self-sufficient without government help. Not sure why you think making jokes about abusing financial assistance programs or financial commitments is funny especially because it can result is serious consequences and impacts everyone else from higher taxes to higher insurance rates, etc.
