I'm happy to tell you all that I've received my stamped passport today which was processed at Chandigarh consulate. Here's some more information:
I followed SPP checklist strictly. Which means no SOP, no ITR, not a single extra document. I paid only one semester fee and not whole year's. It took around 20 days (including weekends) but it's here. So dont pressurise yourself over SOP (unless you have something big to explain ) or paying whole fees. Just follow the checklist.
