Final decision in GCKey on March 12 2025, but no updates

My GCKey shows: March 12 2025 Final decision: your application is in progress, and I can also see my CoPR document number in the tracker.
However, still no update no portal 1 email till now.
It's been a month, is it normal?
I've contacted IRCC through webform several times but no updates.

Yes, normal. Your application isn't finalized yet. iRCC issues the COPR numbers as an administrative step before your application is finalized and approved.
