Filling a B4 form for landing HELP!

I have asked this before but I am still kind of confused about this form.

I am a Canadian by birth, My husband just got his COPRs we are landing in a week. I have been living in his country with a temporary residence visa, I have been here for about a year and a half we are both returning to Canada together.

Because I am a Citizen do I need to fill out a B4 form? And is it even necessary for my husband too?

We are only bringing 2 suitcases and two carry on bags.

The only thing in my husband's bag is clothes and shoes.
In my suitcase, I have my laptop I bought in Canada, souvenirs no more than $70 for all of them, our wedding album and wedding DVDs and 3 pieces of jewelry no more than $40 for all three, and the rest is shoes clothes and makeup.

We are not bringing anything else only these things, we are confused if we even need this form because the stuff we have isn't worth much and is all personal other than the gifts but if I am a citizen then I shouldn't need the form?

1. Unless he has goods to follow, then you can probably get away without completing a B4.

No, you as a Canadian citizen don't need a B4. If you purchased any items of value outside of Canada, you may have to pay tax.

Your husband shouldn't have to fill out a B4 form, unless you're bringing things up later (goods to follow). If CBSA decides otherwise, they'll help you fill out the forms at landing. It's not a requirement to have your B4 form already prepared, but it does help the process if you're bringing several items up.

Canadian citizens that have been residing outside of Canada for at least a year qualify for the same exemptions as new residents when importing personal goods and would need to fill out a B4, which is actually called BSF186A now.
