file transfer ?

I see lot of people writing about file transfer.

In second stage usually candidate will send full docs to nearest VISA office. Why they do file transfer again ?

Hi, there s only one file transfer in my knowledge and it happens when CIO sends you positive assesment and asks to submit documents at your VO. they send your file to your VO as well. thats what file transfer is.....file transfer helps VO to put a number to expect recieving certain number of applications and plan accordingly as well as use it to verify your details mentioned in your documents.
