File tax on savings

i did immigrate to calgary 6 months ago and did not get a job yet.
i am living from savings i brought with me from outside canada, i am not getting any income from government of Alberta (except for health care where my wife delivered recently).

My question, do i need to file in any taxes on savings or healthcare?
if no, do i still need to mail the tax form to winnipeg with zero income?
