I will be finishing my residency several days before my wife, and I know many people submitted their files before their spouses, and get accepted, my question, do CIC wait until the other spouses qualify and submit their file by holding the file from further processing or they will continue process the two files independently

If you submit them individually, then they are processed individually.

That's not possible. why would they hold your application till another family member applies. What if your wife doesn't care about citizenship and is not planning to apply?? Would they wait for her to change her mind and apply so as they can process your application?? as soon as they receive the application they start the process independently of any other appl.

If you apply with your family they will be processed together. There are merits and demerits with this, such as, if your partner is missing a document the whole submission (family) will be returned.

Should you wish to apply for Citizenship separately, you can and the applications will be processed separately (case by case).

CIC does not care which way you apply and will not wait for the other family member's application if one applied. Not everyone in the family might be interested in obtaining Canadian Citizenship, why would CIC wait for that. Any eligible family member can apply and need not wait for the other. CIC will treat such application case by case and they will not be linked (processing part of it).
