no. FIle number most of the time starts with an F and then a few numbers, where UCI is 8 numbers and no letters. UCI is personal and will only be given once - Unique client identifier, so once you have one from CIC you will have the same for the rest of your life.
File number belongs to a specific application and you get a new one whenever you apply for a new permit.
