1) When does CIC decide that a file is complete by all means. I mean, is it before a file no. is generated that they check for incomplete applications and send it back or is it during Initial assessment (IA) that they do it?

2) Also, when is the eligibility (66pt) requirement checked? Is it before generating a file no. and sending AOR or during IA?

1. The pass mark is presently 67 points and is checked at IA
2. The AOR is when the file is received, and that all the required minimum information appears to be there, no check whether it is correct or not, other than fees.

You mentioned that the pass marks (67 points) are checked at Initial Assessment. Does it mean that if an applicant does not score the required points his/her application is not entertained and AOR is not issued and application is sent back.

If one gets 67 marks at the initial assessment does it mean that h/she qualify for the immigration process.

The AOR is just that the application has been received and it appears that all the requirements are there.
The IA is when file is review, usually years after the AOR, if the applicant has 67 and qualifies, the application goes forward, if not refusa.
