A number of applicants, who submitted their files throughout 2018, look like be stuck in security assessment stage at this moment. Some people, whose GCMS notes indicate that security is 'NOT STARTED', asked CIC call centre agents. Some of people got answers security has been completed, security stage has not started or approximate month of processing possibly completed with Decision Made either positive or negative. It is too vary and we know there are tons of application CIC deals with. Even a lawyer may not be able to give you clear answer. The better way we can look into much detail would be only to order GCMS note from CBSA (This is what I am waiting for currently). Even if my post may not be helpful enough, I hope you have PR within typcial timeframe.
