You are simply surprising me more and more. Since common sense doesn't seem to be working for you,You are outrightly denying every fact given on the CIC website and misinterpreting the term " Minimum Criteria ". I filled out an under criteria application on Canada.visa.com to the assessment to be viewed by attorney David Cohen and get his valuable advise over having less than 67 passing marks at the time of submition of the application. Here is what he says:
While at the present time you do not have the 67 points necessary for Canadian immigration, you still may be able to qualify by the time your application comes under review at the Visa Office. Attorney David Cohen and his Canadian immigration law firm, Campbell Cohen, are therefore pleased to represent you in your Canada immigration application process.
and also read whats available on the last page of self assessment section of CIC website:
If your mark is lower than the pass mark, you might not qualify to immigrate as a skilled worker at this time.
"" However, if you believe there are other factors that would help you to become economically established in Canada, you may still apply. ""
Send a detailed letter with your application explaining what these factors are and why they may help you successfully establish yourself in Canada.
I have never said that applying under 67 points is an idea condition yet if a person believes to be able to acquire the passing marks by the time visa officer decides to process the application, they should submit initial application along with a nice letter stating the reasons how they can successfully be economically established in Canada (as stated above). David Cohen says the same: you still may be able to qualify by the time your application comes under review at the Visa Office. If the initial application gets accepted, means count down for applicant begins if it does not, applicants still don't loose any thing. Their Processing fee is refunded and the option to apply in the future remains intact.
I hope you will find this information far more authentic than mere personal opinions.
