Fiancé visiting canada

Hi everyone. I will make this quick since i am on my phone and break is almost up at work - ive been seeing my fiancé for 2 years, visited her in russia recently (thats where we got engaged), and she wants to come visit me/canada in august or so. My question is - how can she prove she will return to russia after her stay? She is living with her mother (so does not own property), has no car, is finishing her last year of university (7 years total - she is 23 by the way), and her job at the university pays basically nothing. I will be providing a letter about how ill pay for everything + she will stay with me, blah blah, but both of us dont see how its possible to show she will return to Russia after the visit.
