is it really true that canada does not accept cook females frm pakistan any more as they know that there are only few females are working as a cook in pakistan ..is it a sex discrimination

yes, that would be gender discrimination and illegal in Canada. If you can prove your experience, don't let an ignorant consultant stop you.
