I received message from CIC today that my visa is approved. However i wont be attending the univ or going to Canada because I received admission to a college in India. I am planning to attend the school in India. Will the visa automatically expire if I dont travel or is there any other consequences?

I don't think there would be any consequences... Maybe if you decide later to go to canada... Since you wasted that opportunity might be a reason for refusal.. Other than that I don't think so...
If you are worried you can call your embassy and let they know you won't be coming to canada by I really don't think that necessary..

I will be notifying the university that i wont be attending. For the embassy, i plan not to say because it will be unnecessary complication. Will there be any legal consequence because of this as change of plan is a genuine reason?
When you are granted a visa is up to you if you use it or not.... For example if you apply for a visitors visa and you dont travel, the same thing here...
The only that comes to my mind is that if you ever plan to go to Canada in a future you might not get a visa next time... again it is just a guess I am not sure about that but other than that you should´t worry about it.
