which one is better to pay for CEC application? 1) credit card or 2) Certified cheques, bank drafts and money orders ?

Always the second option is the best suggested way.

I advise paying online...
 
Currently, you can't pay online for CEC.

I suggest option 2

lThere were a couple of people that had their credit cards compromised or fail, which resulted in their application being returned.

I used a money order from my bank as it's guaranteed to be fine, essentially you've made the payment at the bank teller.

To whom the bank draft's payable for? Apparently CEC is no longer accepting online payment

Payment method options

Complete the Fee Payment Form – Application for Permanent Residence (IMM 5620) and include it with your application to the CIO. On-line payments are not accepted by the CIO.
In Canadian funds only, you may pay

by certified cheque, bank draft or money order made payable to the “Receiver General for Canada.” or
with a credit card (Visa, MasterCard, American Express)
Note: Certified cheques, bank drafts and money orders may have expiry dates. When you submit your application to the CIO, the expiry date must be at least five months into the future.
