Fee payment and LOE

Hi all. I need to submit my application by December 19th. I'm trying to pay the fee. When I go to the website to pay the fee It's only showing me the option of Right to permanent resident fee which is 490$ but not the application fee (550$). Where will I see the option of the fee for 550$? Should I use the same login and password that I use for my express entry profile to pay the fee? Will I get a receipt right away after I pay the fee or is there a delay since I need to submit my application before December 19th. Should I upload the the receipt as part of my application?

I didn't receive my FBI PCC from US as they are currently processing the applications received on September 11th and my application reached the FBI on September 22nd. So I won't be able to submit my FBI PCC on time. Where should I upload the LOE for this? Should I upload the LOE in the section that says Police Certificates (Multiple) (required)?

If I'm submitting any other LOEs should I submit in their respective sections?

For fee payment, it is done through your myCIC account. When you upload all documents, a new button will appear at the bottom to continue you application. By clicking this, you will be taken to sign your application and pay the fees. Again, this option will only appear after you upload all required documents.
For PCC, upload the LOE in the Police Certificate place holder.
For LOEs, it is your personal decision, you may choose to submit one comprehensive LOE in Additional Documents section, or separate letters in each respective section, or even both.
