Fee in University for PR holder

My question is about fee in Canadian universities

I know that international students and Canadian students have different fee for Masters ...I really need to know ...PR holders get fee concessions like other Canadian students or they have to wait till they get passport???

Read the university website! Not every Canadian citizens apply their passports. Passport is for travel. There are other document to show identity.
