Fee for my Canadian common-law partner?

Hi everyone,
I apologize in advance if these are silly questions.

1. I have a common-law partner who is a Canadian citizen by birth. When an application form asks me "how many family members, including you, are included in this application" (explained as "This includes yourself and any family members, regardless of whether they intend to accompany you to Canada or not" in the instruction guide), do I need to include him? He is not "accompanying" me as he is already Canadian.

2. Similar to #1, do I need to include a processing fee for him as he is a "family member age 22 or older"?

Thank you for any answers!

Hi all,

Although I've called CIC twice and asked them about my Common-Law partner, they've given me different answers each time so I'm not so sure anymore.

My main question is do I need to include ANY PAPERWORK by my Canadian common-law partner (e.g., background declaration, additional family information, etc.) if he is already Canadian, other than the "Statutory Declaration of Common-law Union (IMM 5409)" form?

All I have to do is declare my marital status, which is 'common-law', right?

The phrase "whether they are accompanying you or not" is throwing me off!

Thank you for any help.

No, nothing other than their application and forms required to sponsor you. But they don't need a Schedule A or Additional Family Information form.
