Good day! I wanna ask about the The Federal Skilled Worker Program in Canada. How and where to apply this program. My brother really like Canada and want to try his luck in Canada (for him is the best country). He's planning to apply in one of the consultancy firms here in the Philippines. The immigration consultancy firm advised him to apply as an Immigrant(they told him that in his application, his wife and 2 kids are already included) . He was assessed by the said firm and he needs to take IELTS first so that it would be additional points for him. I just wanna ask if he can directly apply to the CIC without the help immigration consultancy firm(just like an agency) here in the Philippines? Because i am not confident with some consultancy firms here. How to apply to the federal skilled worker program? My brother has no employer. Do this program also provides employer for the applicants?Thank you.

Go through the FSW program qualifications on the CIC website and if you can gather all your information by yourself, then you shouldn't need a consultant / immigration lawyer. Look at the qualifications carefully and if you aren't qualified in certain parts, than a applying through a consultant will result in a rejection as well. People usually use a consultant when they don't want to go through the trouble of gathering all the papers or they don't speak English so they need someone's help.
